As part of the economic and financial study on the evolution of the snow removal industry for Quebec City, Groupe DDM first conducted a portrait of the evolution, trends and issues of the snow removal industry, and then identified the main changes in the industry in Quebec City. Groupe DDM then documented the evolution and the portrait of the companies operating in the snow removal industry and carried out a portrait of the best practices in contractual matters. Finally, the effects of the constraints and factors conditioning the bids and the execution of contracts and the factors explaining the pronounced increase in snow removal contract costs were evaluated, and proposals for improvement were suggested.

In the end, more than a dozen factors contributing to the pronounced increase in contracted snow removal costs were identified, and some 20 proposals for improvement concerning operational and administrative measures, the contracting process, increased competition and winter innovation were proposed.
