This project followed on from a major forestry sector workshop held in Roberval in November 2013. The workshop chair asked Groupe DDM to assess the first year of the new forest regime from a strictly economic standpoint. The document produced by Groupe DDM is presented as part of the workshop’s findings.
The report is divided into three chapters. The first considers the impacts, on operating costs, of repatriation of forest management responsibilities by the Ministère des Forêts, de la Faune et des Parcs. The second presents statistics on the outcomes of the first timber auctions, and discusses whether or not the market creation parameters are satisfactory or if systemic anomalies are likely to prevent the true market value of the wood from emerging. The third and last chapter examines the probable future development of the regime, including the relevance of introducing competition for the resource. The report ends with more than 20 recommendations to facilitate the transition and improve the regime.
