The City of Saint-Augustin-de-Desmaures is located in the Greater Québec area, in the Québec Metropolitan Community. Thanks to its location on the banks of the river, it is of strategic importance as a gateway to the Québec City area. However, parts of the city’s urban plan and by-laws dated from the mid-1980s. The city had also inherited Québec City’s Development Master Plan during the de-merger process of 2005, and the regional and metropolitan contexts had changed significantly since that time. A review was therefore needed.
As a stakeholder in Greater Québec and the Metropolitan Community, the city must be able to assert its needs and goals, in spite of the weight of the central authority in the governance structures. This issue is extremely important, among other things because of its budgetary and tax impacts, as shown by the recent agglomeration charges.
